The LCWSC operates and maintains a 2.75 MGD wastewater treatment plant located on US Highway 76 near the community of Joanna, SC. Given the very high cost of installing a sewer collection system (three times that of a water system) and the rural nature of Laurens County, sewer service is only in the areas in and around the City of Clinton, the Town of Joanna, and the Laurens County Hospital. As the County develops, the opportunity to provide sewer service elsewhere will increase.

LCWSC Sewer Rate Increase Effective 7/1/2010
The Board of Commissioners voted on May 25, 2010 to implement a rate increase for all sewer customers beginning July 1, 2010. The minimum monthly base fee will increase from $5.00 to $7.00. The usage fee for sewer treatment service will go from $2.82/1000 gallons to $2.97/1000 gallons and the usage fee for sewer collection service will go from $2.31/1000 gallons to $3.00/1000 gallons. This means that a LCWSC sewer customer whose average usage is 5,000 gallons per month will see their bill increase from $30.65 to $36.85 per month.

The LCWSC has not had a sewer treatment rate increase since 2008 and a sewer collection rate increase since 2005. During this time the LCWSC has done its best to operate efficiently and within its means while absorbing decreases in revenue related to plant closings. LCWSC has eliminated several positions, including one upper management position, in an effort to reduce cost but we have little if no control over increases in expenses related to regulatory compliance and system rehabilitation. Unfortunately system revenue has declined for consecutive years as these expenses have continued to increase. This decline in revenue is creating a deficit that makes it necessary to implement this rate increase for this coming fiscal year. This increase will allow the LCWSC to remain financially viable and to continue to provide effective and reliable sewer service to the citizens of Laurens County, now and into the future.

LCWSC also operates and maintains a sewer collection system in northern Laurens County. All wastewater collected in this area is treated by the ReWa.
